Is Cormac the Highpeak good?

A Sylvan Watchers single-target damage dealer who brings two of the best boss debuffs. Drover can slow the target, and Highpeak's Reach places Decrease DEF before it attacks, so a weak hit doesn't stop it landing. Tempo Shift gives him Increase ACC and Increase C.RATE plus an extra turn, which frees his build for damage or survival stats.

He's decent for focusing a single boss, but struggles against waves and isn't much use in Arena unless his damage is very high.
