Is Dhukk the Pierced good?

An Orc Epic who puts Decrease ATK and Decrease DEF on every enemy with Lunatic Outburst, though the DEF part only triggers on crits, so he wants 100% C.RATE. Shrieking Display provokes one target and possibly two more, then gives him Reflect Damage and Unkillable.

He's a solid all-round pick for progression, Faction Wars, Magma Dragon and Hydra's Head of Decay.
