Is Executioner good?
A launch-era campaign farmer who lost that role to a nerf but still has some useful speed control for a rare. Tumult hits every enemy, cuts their Turn Meter and can place the smaller Decrease SPD, which the Nature's Bounty blessing can upgrade, so he's a fair stopgap for early Faction Wars stages or the Secret Room restricted to Magic rares.
Schiltron gives him Increase DEF and Counterattack, which keeps him alive and gives Shield Bash more chances to Stun. He's not a top rare, and Clan Boss is his weakest mode.
