Is Frostbringer good?

A Sacred Order support whose name is misleading, since there's no Freeze anywhere in her kit. Arctic Winds gives the team Increase SPD and Increase ATK, but its 4-turn cooldown keeps her out of many Clan Boss speed tunes. Her Patch 5.50 buff made Snow Flurry more reliable and raised the Heal Reduction chance on Cones of Cold, and Snow Flurry adds Decrease DEF to targets under Heal Reduction, which suits the Fire Knight, Amius, the Grim Forest and Faction Wars.
