Is Frostskin good?

Ogryn Tribes Uncommon whose Frozen Fists has a small chance to Freeze one enemy, too unreliable to count on but usable for locking out problem champions in early Faction Wars. Sap Strength is an odd one: it drains an ally's Turn Meter completely and heals them based on what was lost.
Emptying an ally's turn is rarely what you want, though it can rescue a squishy champion and save a 3-star clear in early Faction Wars.
