Is Kellan the Shrike good?
A Sylvan Watchers damage dealer with good Turn Meter control. Huntsman's Gambit hits twice to cut a target's Turn Meter by half and slow them, then gives him Perfect Veil, and while veiled his passive lets his attacks ignore Shields, which matters in Arena. Cry of the Shrike is an AoE that grows with the number of debuffs on each target, though the scaling is gentler than 
Soulless's A3.
He's useful for boss control in Dark Fae, 
Spider and Fire Knight and for Arena setups, and he rates fairly evenly across modes.
Strengths
- Turn Meter reduction plus Decrease SPD on one skill
- Perfect Veil lets him ignore Shields
- AoE damage that scales with debuffs
- Weaken chance on his A1
