Is Tribuck Colwyn good?

A Sylvan Watchers rare who's only really useful early on, in Clan Boss and Faction Wars. Mistwood Gale hits all enemies after giving the team Increase DEF, but it's the 30% version, and rares like Marked hand out the 60% one on a three-turn cooldown.

The rest is a self ACC buff on his A1 and a small Stun chance on Take By Surprise.
