Is Celine good?
Celine punishes any enemy who casts a non-attack skill, clearing her own debuffs and countering with a hard hit that jumps her action gauge forward, which makes her especially rough on support-type enemies. She backs that up with real self-sustain too, gaining Stealth from her basic skill and passive to dodge single-target attacks, plus healing and a Shield on her Skill 3.
That durability paired with her counter-punish kit makes her a strong PvP attacker.
