Is Ludwig good?
Ludwig isn't much of a PvE unit, with better DPS options like 
Bellona available for that role, but recent changes gave him first-turn invincibility on his second skill without needing a kill first, so he can survive without a dedicated support keeping him alive.
That opens up a slot in PvP and lets him act as an offensive second-turn unit, and his third skill now adds 20% defense penetration, 50% with invincibility active. We rate him C; the changes have made him considerably more useful than before.
